The Staff of Royalty is a treasure item that can be found in Chapter 4-3 of Resident Evil 4. It is worth 20,000₧ when sold to the Merchant, making it the single most expensive individual treasure item in the game.
Location
The staff can be found in a sarcophagus within the Underground ruins located directly below the castle. The noble nature of the item, and its proximity to a corpse suggests that the skeleton was of a nobleman; perhaps an ancestor of the 21st century Castellan, Ramon Salazar.
