After the cutscene in which Mike's helicopter is overwhelmed in chapter 15, Leon must defeat the swarm of Novistadors, then climb down the ladder in the nearby ruins. Once on the bottom level, he should walk to the end of the path to find an ornate treasure chest that holds the Staff of Royalty.
