There is in fact heavily placed implentations throughout Umbrella Corps that the mysterious Umbrella Corps. Commander is Wesker, seeing as the unseen man apparently has immense knowledge of the 2004 abduction of the president's daughter, the Ganado occupied locales in Spain and Kijuju. The character is even voiced by D.C. Douglas and speaks in similar manurisms not unheard of from Albert. But, this is merely impliable speculation until it's fleshed out further in future installments
