Actually none of the movies credit the doctor as the creator of the red queen. Resident evil just says modeled after programmers daughter not his /her name, it didn't even give the programmer a gender. According to resident evil apocalypse Charles was running genetics and viral research not the head programmer. They never name the head programmer in any of the movies, everyone just assumes that the red queen was modeled after Angie. The second film credited him with the creation of the t-virus for his daughter and stated the he was in charge of genetics and viral research not once did it say he was the head programmer or that his daughter was the model for the red queen. Check your facts/scripts people do not assume.
