This and the t-vaccine by WilPhaprma, Retcon?

WilPharma and Frederick Downing are credited for creating the t-vaccine, but what about this Daylight and the one Carlos made in RE3? These cure's (and the AT1521) existed before Downing created one, yet Downing set out to make it because the virus would be "incomplete" and un-sellable without a vaccine. It would seem that, for whatever reason, "Daylight" and the AT1521 failed to reach the populace, while the vaccine created under the General Hospital was only used on Jill (at least, she was the only survivor to have used it). I suppose, you could argue, that Umbrella somehow managed to stop the vaccine from being used - to hide evidence of the t-virus, itself, by covering up the existence of the cure, perhaps? -- Forerunner 13:16, December 18, 2011 (UTC)
Strange that Frederick Downing didn't know about the existing cures though. Degeneration's plot appears to ignore the fact that there were previous cures in the games, instead acting as if the t-vaccine by WilPharma was the only one ever made. NT92 13:43, December 18, 2011 (UTC)
"Daylight" was an independent project of Peter Jenkins with assistance from Greg Mueller. Nicholai failed to create any samples after failing to get the T-Blood, and its assumed that none of the survivors made it back with it. AT1521 was not a vaccine and only suppressed the t-Virus before symptoms developed, and the Raccoon General Hospital vaccine was destroyed. There's no retcon. --News Bot 14:10, December 18, 2011 (UTC)
Did Umbrella already have anti-"t" medicine before the Raccoon City outbreak, or was that added in by translators? I remember it in RE3; a file mentioned that the UBCS mercenaries took such medicine.-- Forerunner 14:22, December 18, 2011 (UTC)
Those were anti-bodies. They build resistance to the virus (and Monitors were given higher-quality ones), but they aren't that effective and the t-virus is highly adaptable anyway. The leak of the t-virus in the abandoned waste plant ("Dead Factory" as people call it) for example produced a new strain immune to the anti-bodies they had. --News Bot 14:27, December 18, 2011 (UTC)
Degeneration doesn't acknowledge the existence of the previous cure; Daylight. Downing had intended to create a vaccine after RC because he knew he couldn't sell the T-virus to terrorists without the vaccine. So was Downing aware that multiple antigens had already been made in 1998? And how long exactly did it take for WilPharma to create the vaccine? Downing joined WilPharma in 2002 according to Project Umbrella so what had he been doing in the 4 years since the outbreak? NT92 15:23, December 18, 2011 (UTC)
Of course it doesn't acknowledge it: nobody knew about it and it was lost in Raccoon City. Downing was not aware of any previous vaccines, because nobody was aware aside from their developers (Greg and Peter, Raccoon City Laboratory, Raccoon General Hospital). They never went beyond where they were developed. It took WilPharma 2002-2005 to develop the t-vaccine, and we don't know what Downing was doing in those four years between 1998-2002 as it's not stated anywhere. --News Bot 15:30, December 18, 2011 (UTC)
Umbrella made it (Mueller worked for them), so it's strange how Downing would not know even if he worked for them too. So it took WilPharma (with Downings help) a few years to develop it and mass produce it. Wonder why Downing waited 4 years to join WilPharma though? NT92 15:38, December 18, 2011 (UTC)
