The original Umbrella was an instigator for a huge era of bioterrorism and the creation of B.O.W.s that spread fear across the world.. That is why Neo-Umbrella are named after them, to spread that same fear and panic.
All Neo-Umbrella did in Tall Oaks was take credit for the incident. They were not involved in it. They just knew the intimate details because of Carla's connection to Derek.

Is there any evidence that Barry had moved his family again? I assume this comes from the Revelations 2 good ending. The only solid evidence it provides is that the Burton family is scrambling to get ready and that Claire is on her way there.
