Tall Oaks was a city in the United States, with a population numbering roughly 77,000.[note 1] It was the focus of a bioterrorist attack orchestrated by the National Security Advisor, Derek C. Simmons.
History
During a biohazardous outbreak, some 70,000 people in the area were expected by Ingrid Hannigan to have been infected, totalling at 90% of the city's population.
