Tim was an RPD officer who was present at Emmy's Diner when Terry and Deb arrived. After thanking Emmy for the coffee, he left. What happened to him after this is uncertain.
Further notes
Although it is never shown or explained what happens to Tim, it is possible he is the owner of the police cruiser found parked by Claire Redfield and Leon S. Kennedy outside the diner in the opening cutscene Resident Evil 2. Possibly he is one of the two very briefly-seen zombie cops seen shambling after the car in the scene, meaning he died/became a zombie almost immediately after departing the diner.
