Toby Whitman (トビー・ホイットマン Tobī Hoittoman) was an out-of-towner who visited Raccoon City in September 1998. He was a guest at the Apple Inn when a modified ε strain was leaked into the city's drinking water, turning tens of thousands into Zombies.[1]
