Tom Hoyt was the Umbrella Corporation's top liaison to the United States Government, a position he had held through four presidential administrations prior to the Global T-Virus Outbreak. He accompanied Dr. Emily Love, whom he thought of as a deranged old woman, to Washington D.C., to brief the president on the rapidly degenerating effort to halt the spread of the T-Virus. He was in the Oval Office when one of the Joint Chiefs of Staff succumbed and became a zombie. The White House was sealed and his subsequent fate is unknown.
