Toshihiko Seki (関 俊彦 Seki Toshihiko) is a Japanese voice actor who provided the voice of William Birkin in the Japanese versions of Biohazard Operation Raccoon City,[1] biohazard 0 HD remaster[citation needed] and BIOHAZARD RE:2.[2][3] He also played Kogorō Tenzai in Project ✕ Zone.[4]
Outside Resident Evil, he is best known as the voice of Momotaros of the series Kamen Rider Den-O.
