U.B.C.S. Command was the designated headquarters of the Umbrella Biohazard Countermeasure Service. In that role, U.B.C.S. Command led the U.B.C.S. mission into Raccoon City.
History[]
In September 1998, a U.B.C.S. detachment was sent over to the underground laboratory complex beneath Raccoon City. Due to concerns the mercenaries were bought over by Dr. William Birkin, U.B.C.S. Command did not alert them of a U.S.S. operation in the facility, leading to a shoot-out.[1] When the mission went awry, U.B.C.S. Command ordered in fresh platoons of mercenaries to contain a T-virus outbreak that was plaguing the city.[2]
