The U.S.S. Command gave orders to the Wolfpack (and possibly other USS units), during the Raccoon City Outbreak, on whatever measurements they had to take in order to protect the evidence that would incriminate Umbrella. Their treatment of subordinates is much different from the U.B.C.S. Command's, who have little to no regard for safety.
