The President was the President of the United States in 1998. He also had some sort of association with the Umbrella Corporation. During the Raccoon City Destruction Incident, he authorized the sterilization of Raccoon City in order to avoid further spreading of the t-Virus. The President would later announce his resignation from office as a result of this.
