Umbrella Prime is a top secret underground laboratory in Resident Evil: Retribution, under the command of the reprogrammed Red Queen.

The submarines were used to transport the cargo around the world, with the unintended effect of causing the apocalypse of zombies and other mutations destroying all normal life.
The outpost had several replicated environments established inside of it, including reasonable facsimiles of several city blocks in New York, Moscow, Tokyo, and at the center was a replica of Raccoon City's suburbs.
