The Umbrella Psychological Evaluation Unit was a group within Umbrella's Personnel division responsible for evaluating the psychology of employees and the judgement over whether or not they are fit to work. This group judged Dr. William Birkin to be a somewhat conflicted individual obsessed with his work. While judged to be mentally capable of his virology research into the G-Virus, the unit felt it appropriate to keep a close eye on him, anyway.^[1]
