This unnamed sewer facility was a branch of Umbrella USA which was located in Raccoon City, directly beneath the Raccoon Police Station. The facility was primarily used as a means of covert transportation of personnel between Raccoon City itself and the NEST complex to the north of the city, and was where Chief of Police Brian Irons held meetings with Dr. William Birkin. In September 1998, the facility was compromised by the release of various t-Virus strains that had begun spreading since May. Following the contamination of the drinking water on 23 September, the facility collapsed and its staff either mutated or were killed.[1]
