The United States Government (合衆国政府 Gasshūkoku seifu?) is the national government of the United States of America. The U.S. federal government is composed of three distinct branches: legislative, executive, and judicial. Powers of these three branches are defined and vested by the U.S. Constitution, which has been in continuous effect since May 4, 1789. The powers and duties of these branches are further defined by Acts of Congress, including the creation of executive departments and courts subordinate to the U.S. Supreme Court. In the federal division of power, the federal government shares sovereignty with each of the 50 states in their respective territories. U.S. law recognizes Indigenous tribes as possessing sovereign powers, while being subject to federal jurisdiction.

Relationship with Umbrella[]

The relationship between the United States and Bio-Weapons began in the 1960s, when the Umbrella Corporation set up a research facility in the Arklay Mountains, to conduct research into the Progenitor Virus. Since that time, the United States Army has had an interest in such matters. During the Cold War, the US Army was one of a number of interested clients for the Umbrella Corporation's bioweapons program. It was also involved in secret bioweapons research which, though illegal in the 1972 Bioweapons Convention, continued into the 1990s.[1]

Raccoon City Incident[]

Between August and September 1998, William Birkin's relationship with Umbrella Corporation deteriorated rapidly. Fearing that the company intended to seize his work, Birkin sought protection from the U.S. military, striking a deal in which he would hand over samples of both the G-Virus and t-Virus in exchange for protection for himself and his family.[2][3][4][5]

However, Umbrella quickly discovered Birkin’s betrayal and responded by deploying a U.S.S. (Umbrella Security Service) squad to assassinate him and recover the G-Virus. The operation ended in disaster: Birkin was mortally wounded but managed to inject himself with the G-Virus, mutating into a monstrous creature. In the ensuing chaos, samples of the t-Virus were released into the sewer system, where they infected local wildlife—especially rats—which then carried the virus into Raccoon City's water reservoir, triggering a massive outbreak.[6][7]

On September 24th, a joint effort between the state’s National Guard and local authorities successfully established a quarantine zone around the city. At the same time, plans for a “Sterilization Strategy” were already being prepared, which could have been enacted at any moment. However, the U.S. government postponed the strike, as they still needed the city intact to recover the G-Virus.[8][9][10]

Meanwhile, Umbrella took advantage of the chaos, using the city as a testing ground for its Bio-Organic Weapons (B.O.W.s). Creatures like the Hunter were deployed in various areas, while Tyrants were sent to eliminate survivors and locate the G-Virus themselves. By the end of the week, the vast majority of Raccoon City’s population was either dead or zombified. With the G-Virus recovered via Sherry Birkin, the U.S. government finally authorized the Sterilization Strategy—a missile strike that completely annihilated Raccoon City and all remaining inhabitants.[11]

War on Bioterrorism[]

In 2000, the United States involved itself in the politics of Penamstan, when a United States Army Special Forces United nicknamed Mad Dogs was involved in the Penamstan Civil War. It's commanding officer, Colonel Wilson, (later the Secretary of Defense under President Graham), alongside an unknown pharmaceutical company, used Umbrella research to turn a squad of the Mad Dogs into easily controlled B.O.W's. The plan failed as the squad was wiped out by militia units. The events were covered up, with Wilson later becoming Secretary of Defense. His plans to turn soldiers into B.O.W.'s would continue in a research facility under Andrews Air Force Base.[12]

On November 2005, there was an attack in the town of Harvardville- more precisely, at the Harvardville Airport. The airport was the epicenter of a t-Virus outbreak in late 2005, caused by Dr. Miller as a means of threatening the US government into releasing classified information regarding the 1998 Raccoon City Destruction Incident. This coincided with a TerraSave protest over Senator Ron Davis' ties to the WP Corporation, the company responsible for a controversial vaccine trial in India. More importantly, this meant live television coverage of the initial Zombie attacks. An aero plane, also contaminated by the virus, crashed into the airport terminal. In the night, Harvardville PD sent in their S.R.T. special forces team to rescue uninfected survivors ahead of an Army Ranger assault on anyone inside suffering from Cannibal Disease.[13]

In 2006, there was an attack on the White House. The White House was the location of an outbreak. The President, Graham, was is residence at the time, and as such, this event was seen as a major national security risk. This outbreak was later revealed to be the work of the Secretary of Defense Wilson, who hoped to start a war with China, in order to profit from the use of bioweapons.
