This unnamed doctor is a Umbrella scientist in Resident Evil[1] (portrayed by British actor Jason Isaacs).

His role in Resident Evil is a simple cameo appearance. He appears at the end of the film when several Umbrella scientists in Hazmat suits recapture the mansion and apprehend Hive survivors, Matt Addison and Alice. He orders the observation and experimentation on Alice and Matt and the reopening of the Hive. The latter results in the outbreak in Raccoon City and later the global outbreak of the T-virus.
