"Design Sketch C" with concept art of the enemy.
The "Wheelchair zombie" (tentative) is an enemy that was at some point considered for the Resident Evil 2 remake. Its concept art can be unlocked in-game by completing the Genius Chemist record or by purchasing the "All In-game Rewards Unlock" DLC.
It could be assumed that this enemy was somehow related to the researchers at NEST, due to the concept art showing the creature wearing what looks like a lab coat.
