The woman was one of the victims of the Raccoon City Destruction Incident.[1]
Biography

Jill Valentine encountered the woman shortly after meeting with Brad Vickers on September 28. The woman was being cornered by two zombies and ran for her life. When Jill managed to catch up with her in an alley behind the warehouse, she had already been killed.
The woman had wounds on her body and was missing a shoe, suggesting she struggled hard to survive until her death.
